Quebec City, Quebec -- The right to repair is being enshrined in Quebec law, with new protections coming into force next month.
Québec’s right-to-repair regulation is set to come into effect on October 5, 2025. Under the new rules, manufacturers will be required to disclose whether replacement parts, repair services and repair information will be fully available, partially available or unavailable. It will also oblige merchants to provide these disclosures before sales.
The government published the final regulation on June 25, 2025, implementing provisions of Bill 29, adopted in October 2023 as the Loi protégeant les consommateurs contre l’obsolescence programmée et favorisant la durabilité, la réparabilité et l’entretien des biens.
The disclosure obligations must be published in a way that is publicly accessible, comprehensible and printable. These must also be included in user or maintenance manuals when these are supplied.
Under the new rules, professional repairers cannot be denied access to tools or data under consumer protection grounds.
The regulation follows Québec’s 2023 amendments to the Consumer Protection Act, which introduced warranties of good working order for certain goods, new obligations relating to durability, repairability and maintenance and prohibitions on planned obsolescence.
