Automotive Recyclers of Canada (ARC) is the national voice of Canada's professional automotive recycling industry, representing provincial automotive recycler associations from coast to coast. ARC supports policies that strengthen environmental protection, promote the circular economy, encourage vehicle reuse, and improve the responsible management of End-of-Life Vehicles (ELVs).

However, Canada's automotive recycling industry operates within a fundamentally different geographic, economic, and regulatory environment than Europe. Policies designed for densely populated European markets cannot simply be transferred to Canada without risking unintended environmental, economic, and social consequences.

Canada has spent decades developing a mature, competitive, and environmentally responsible automotive recycling industry. A key part of that success is the Canadian Auto Recyclers' Environmental Code (CAREC), an industry-led environmental standard originally developed in cooperation with Environment Canada and now embedded as a requirement of provincial automotive recycler association membership within the ARC network.

Rather than replacing this established system, future Canadian policy should build upon its strengths while addressing emerging challenges such as electric vehicles, critical minerals, vehicle data, and the growing demand for circular economy solutions.

This paper outlines ARC's position on the future of ELV policy in Canada and provides guiding principles for policymakers considering future regulatory modernization.

Background

The European Union's ELV Regulation has prompted governments, manufacturers, recyclers, and environmental organizations around the world to re-examine how end-of-life vehicles should be managed in the decades ahead.

Many elements of the European framework deserve careful consideration. Improved vehicle traceability, enhanced dismantling information, increased recycled content, stronger environmental accountability, and greater focus on circularity all represent important policy objectives.

However, successful public policy must reflect the realities of the jurisdiction in which it will operate.

Canada's geography, transportation network, population distribution, climate, regulatory structure, and industry composition differ significantly from those of Europe. These differences are not minor — they fundamentally shape how end-of-life vehicles are collected, dismantled, reused, and recycled.

Canada also already benefits from a national industry standard through CAREC. Because CAREC was developed in cooperation with Environment Canada and is now required for provincial association membership within the ARC structure, it provides a credible foundation for continued improvement without the need to create an entirely new regulatory system.

For this reason, ARC believes Canada should learn from international experience while developing policies specifically designed for Canadian conditions.

ARC Position

ARC supports continuous improvement in Canada's automotive recycling industry through practical, evidence-based policies that strengthen environmental outcomes while preserving the competitive marketplace that has successfully served Canadians for decades.

We support initiatives that:

· Increase vehicle parts reuse.

· Improve environmental stewardship.

· Enhance vehicle and parts traceability.

· Improve access to manufacturer repair and dismantling information.

· Advance the safe management of electric vehicles and high-voltage batteries.

· Encourage innovation through better data and technology.

· Support and strengthen CAREC as Canada's national environmental standard for professional automotive recyclers.

At the same time, ARC does not support regulatory models that unnecessarily disrupt Canada's existing ELV ecosystem where no demonstrated policy failure exists.

Canada's Automotive Recycling Industry Is Already Delivering Results

Canada's automotive recycling industry is not an emerging sector requiring creation through regulation. It is a mature, highly competitive network of professional businesses that has evolved through market demand, innovation, and environmental responsibility.

Across Canada, professional automotive recyclers recover millions of reusable vehicle components each year, safely manage hazardous materials, recycle metals and other commodities, and provide affordable replacement parts that reduce repair costs while conserving natural resources.

This network is largely comprised of independent, family-owned businesses that have invested heavily in specialized equipment, employee training, environmental management systems, and their local communities.

A defining feature of Canada's professional automotive recycling sector is CAREC. Developed in cooperation with Environment Canada, CAREC sets out practical environmental standards for the safe and responsible management of end-of-life vehicles, including fluids, refrigerants, batteries, mercury switches, tires, hazardous materials, and site operations.

Importantly, CAREC is not simply an aspirational guideline. Within the ARC network, compliance with CAREC is a requirement of provincial automotive recycler association membership. Members must meet the standard and participate in audits and follow-up reviews based on their audit performance. This gives CAREC real value as a national industry standard and provides governments, insurers, OEMs, consumers, and communities with confidence that professional ARC-member recyclers operate to a recognized environmental benchmark.

Canada's automotive recycling sector is already making a significant contribution to the circular economy.

Future policy should recognize and strengthen this success — not replace it.

Geography Matters

Perhaps the greatest difference between Canada and Europe is one that cannot be legislated away: geography.

Canada spans nearly ten million square kilometres with a relatively small population distributed across large urban centres, rural communities, northern regions, and remote areas.

Europe, by comparison, has significantly higher population density, shorter transportation distances, and a more concentrated network of manufacturers, dismantlers, processors, and consumers.

These differences have profound implications for ELV policy.

Moving an end-of-life vehicle, an electric vehicle battery, or recovered automotive materials across Europe may involve a few hundred kilometres.

In Canada, it may involve thousands.

Transportation costs, freight availability, weather conditions, seasonal accessibility, ferry service, labour shortages, and regional infrastructure all influence how vehicles are collected and processed.

Every unnecessary kilometre that an end-of-life vehicle or EV battery travels carries both an economic and environmental cost.

If regulation encourages vehicles to be transported farther to centralized facilities rather than processed by qualified regional recyclers, the resulting increase in transportation emissions and logistics costs may offset many of the environmental benefits the regulation is intended to achieve.

A successful Canadian framework must recognize that regional processing is often both the most environmentally responsible and economically efficient solution.

Parts Reuse Must Remain Canada's Highest Priority

The greatest environmental value of automotive recycling begins long before materials are shredded and commodities are recovered.

It begins with reuse.

Every quality recycled engine, transmission, door, bumper, wheel, headlamp, or electronic component installed back into a vehicle eliminates the need to manufacture, package, transport, and distribute a newly produced replacement part.

Numerous lifecycle studies have demonstrated that reuse frequently provides greater environmental benefits than material recycling alone.

Canada's professional automotive recyclers have built their businesses around this principle.

Vehicles are first evaluated for reusable components.

Only after reusable parts have been recovered are remaining materials recycled.

This hierarchy should remain central to Canadian ELV policy.

Any regulatory framework that unintentionally discourages parts reuse in favour of centralized material recovery risks reducing both environmental and economic performance.

 

Extended Producer Responsibility Requires Careful Consideration

ARC recognizes that Extended Producer Responsibility (EPR) has successfully improved recovery systems for several consumer product categories.

However, end-of-life vehicles differ fundamentally from many products currently managed under EPR programs.

Canada already possesses a mature and competitive marketplace that effectively acquires, dismantles, reuses, and recycles end-of-life vehicles.

Introducing EPR for vehicles could fundamentally alter that marketplace by shifting control over vehicle flows, increasing administrative complexity, creating additional compliance costs, and reducing marketplace competition.

Most importantly, it could undermine the independent businesses that have built Canada's existing recycling infrastructure.

The majority of Canadian automotive recyclers are small and medium-sized family-owned enterprises.

These businesses have demonstrated their willingness to invest in environmental improvements, technology, employee training, and higher operating standards.

What they cannot easily absorb are unnecessary layers of bureaucracy, duplicate reporting requirements, or systems that centralize control over vehicle allocation and processing.

Before considering vehicle EPR, policymakers should first answer a fundamental question:

What specific problem within Canada's existing ELV system requires this level of intervention?

Public policy should respond to demonstrated need — not simply replicate regulatory models developed for different jurisdictions.

 

A Canadian Framework Should Build on Existing Success

Canada's existing automotive recycling system provides a strong foundation for continued improvement.

Rather than replacing this system, public policy should focus on strengthening it.

Priority areas include:

· Recognizing CAREC as Canada's established environmental standard for professional automotive recyclers.

· Expanding industry-led environmental certification and audit programs.

· Supporting advanced training for electric vehicle dismantling and battery management.

· Improving access to manufacturer repair and dismantling information.

· Improving data quality throughout the automotive recycling supply chain.

· Supporting research into critical mineral recovery and battery reuse.

· Encouraging greater use of quality recycled automotive parts.

· Strengthening enforcement against illegal or non-compliant operators.

These initiatives build upon existing industry strengths while encouraging continued innovation and environmental leadership.

ARC believes future Canadian ELV policy should be guided by the following principles:

1. Recognize and preserve Canada's mature automotive recycling marketplace.

2. Prioritize vehicle parts reuse before material recycling.

3. Reflect Canada's geographic realities and transportation challenges.

4. Minimize unnecessary transportation and associated environmental impacts.

5. Support independent, competitive, locally owned automotive recycling businesses.

6. Recognize CAREC as Canada's existing national environmental standard for professional automotive recyclers.

7. Encourage industry-led environmental standards, auditing, and continuous improvement.

8. Adopt international best practices where appropriate while developing solutions specifically designed for Canadian conditions.

9. Ensure that any new regulation delivers measurable environmental improvements without creating unnecessary administrative or economic burdens.

10. Develop policy in partnership with the professional automotive recyclers who manage end-of-life vehicles every day.

 

Conclusion

Canada has developed one of the most effective automotive recycling systems in North America through decades of investment, innovation, environmental stewardship, and collaboration between professional recyclers, governments, insurers, repairers, manufacturers, and consumers.

The European Union's ELV Regulation provides valuable insight into the future direction of global automotive recycling policy. The objective should not be to replace a mature and successful industry with a system designed for another jurisdiction. Instead, Canada should build upon an existing network of professional

automotive recyclers that is already delivering significant environmental, economic, and social benefits.

By strengthening — not disrupting — Canada's established ELV ecosystem, governments can advance circular economy objectives while preserving the innovation, competition, regional accessibility, and entrepreneurial spirit that have made Canada's automotive recycling industry a global leader.

Canada's future ELV policy should be built in Canada, for Canadian conditions, in partnership with the professional recyclers who have built the industry's success.
