Rate Rise: ICBC executes 2% labour increase per framework

The Insurance Corporation of British Columbia (ICBC) has implemented a 2% labour rate increase for Collision Repair Program participants effective July 1, 2026, as part of its multi-year rate framework announced last year. 

The ICBC’s framework increases labour rates by approximately 6% over three years, and the newest rate increase announced June 25, 2026, is year two of the framework. The increase was designed to address rising pressure costs faced by the industry. Material Damage Account Services representatives are available to answer questions. 

In addition to this increase, ICBC has also shared increases in paint and body materials and the introduction of new billable items earlier this year, as part of its ongoing work to ensure industry sustainability.

The new collision repair program rates apply to “all repairs in progress on July 1, 2026 with a vehicle-in date of April 1, 2026, or later” and “new estimates written July 1, 2026 or later,” wrote Troy Campbell, senior manager of MD claims programs and technical at ICBC, in the announcement.
